作為中國的兩個特別行政區,澳門及香港在經歷一段短時間的不景氣後,經濟和社會再次高速發展,特別是澳門的發展勢頭更是氣勢如虹,一時無兩。然而,環球及國家經濟發展形勢不斷轉變,澳門和香港正面臨不少的衝擊與挑戰,需要盡快找尋出路和調整發展定位與方向。機遇往往伴隨挑戰而來,自「十‧五」時期開始,CEPA及個人遊等國家與澳門及香港的互利政策陸續出台,為澳門和香港兩地的發展帶來了生機,成效顯著。

 

「十一•五」時期正是這些機遇的延續,甚至有更多新的機遇湧現。澳門和香港需要更好地把握一切來之不易的機遇,利用特別行政區獨特的身分地位,深入了解區域形勢,認清內部問題所在和澳港合作的必要、障礙和效益,以制訂和創新區域發展戰略,並大膽地施行新區域發展措施,促進兩個特別行政區的融合,進而尋求大珠三角乃至泛珠三角區域更具體的區域建構;同時利用1+1>2的融合效益,更好地解決發展時所面對的內部問題和局限性,以及更有力地回應外來挑戰,力求推動兩個特別行政區的持續發展,及在區域和世界上的獨特地位和重要性。

 

The Pan-Pearl River Delta Region and Hong Kong under the 11th Five-year Plan Research Series: III. Macao and Hong Kong

 

Macao and Hong Kong are the only two Special Administrative Regions (SARs) in China. After the severe blow the two SARs sustained during the Asian financial crisis, their economic and social development has been exceptionally rapid, especially that of Macao. However, what the future holds for the economic development of both China and the world is uncertain. Economies are in flux, and there will be numerous attendant challenges for the two SARs. They will have to seek new goals of development as well as new ways of achieving development. At the same time, amid uneasy economic and social transitions, opportunities beckon for the two SARs. CEPA and the Individual Visit Scheme are the two most influential policies that have been implemented by the central government and two SAR governments during the Tenth Five-year Plan period. The contribution of these policies is significant.

 

These policies will continue in the Eleventh Five-year Plan period and more policies that are beneficial to the SARs have already been implemented or will soon be introduced. Macao and Hong Kong should ensure that they are in a position to seize all valuable opportunities arising from their SAR status, by identifying the challenges and opportunities of cooperation and integration between Macao and Hong Kong. They should then formulate and implement new regional development strategies, so that the two SARs will be able to enhance their integration within the framework of the Greater Pearl River Delta and Pan-Pearl River Delta. In addition, integration should help them to resolve their critical internal economic and social problems and free them from the constraints on their future development. Ultimately, the two SARs should strive to establish the unique roles that their status will allow them to play in the country as well as in the world and, at the same time, pursue sustainable development in a regional context.
