本文的主旨是探討2007年的中國製產品回收風波對中美關係的影響。我們將焦點放在中美經貿關係上,回顧了美國政府、政要及各利益團體對一連串中國貨被回收的反應,以了解在中國產品安全問題這議題上所形成的議題網絡。聯邦政府和商界一向主張與中國發展經貿關係,故希望藉加強與中國合作和加強美國自身的質檢制度以解決問題;對產品安全問題甚為關心的消費者團體亦將矛頭指向美國的質檢制度,並沒有太多特別針對中國的行動。然而,這次事件亦為質疑對華開放貿易的力量加添了新的論據。保守派議員和勞工團體便企圖藉中國貨的安全問題來改變對華貿易政策。儘管這次回收風波未有對中美貿易有太大的影響,但若中方在未來未能確保出口貨品的質量,不但美國政府將面對更大要求收緊對華貿易的壓力,中國在美國人心目中的形象亦難免受損。

 

New Contradictions in Sino-US Trade in 2007: Product Safety and Protectionism

 

The major objective of this paper is to investigate the impact of the 2007 Chinese product recalls on Sino-US relations, particularly the economic and trade relationships between the two countries. We describe the issue networks concerning the issue of product safety by reviewing how the US federal government, important US political figures, and different interest groups reacted to the product recalls. The US government and the business sector, which had been advocating closer economic ties with China, wanted to tackle the problem by cooperating with China and strengthening the product safety control system of the US. Consumer organizations, which are very concerned about product safety issues, also did not target China but rather the US safety control system. However, the product recalls have also offered new arguments for those who have reservations about Sino-US trade. For example, conservative members of Congress and labour organizations took this opportunity to push for a change in trade policy towards China. While the product recalls did not have a major impact on Sino-US trade relations, if China fails to guarantee the quality of its exports to the US, the US government will face more pressure to tighten its trade policy towards China, and the image of China will suffer in the US.
