It is no exaggeration to characterize the development of Shenzhen in the past three decades as a miracle in the opening and reform of China. Shenzhen is now a leading city in the nation’s socio-economic development. Many studies have recognized that foreign investment has been a major contributing factor in Shenzhen’s rapid development and success. Yet the establishment of a new market system, the timely restructuring of the economy, and the implementation of proper spatial and socio-economic planning have also been indispensable. 在中國經濟改革開放的過程中,深圳過去30年來的發展是一個空前的奇蹟,發展成就讓人稱奇,經濟和社會發展處於國內領先水平。不少研究都指出外商投資是深圳成功發展的重要因素,但新市場體系的構建、適時的經濟結構調整,以及落實合適的空間和社經規劃也是功不可沒。這些變革得以實現,中央及地方政府擔當關鍵的角色,其重要性在未來也不會改變。本文回顧了在深圳發展過程中政府所擔當的角色,以及各項政策措施所發揮的作用,分析當前的發展形勢,並探討深圳的發展前景和政府的發揮空間。
