It is no exaggeration to characterize the development of Shenzhen in the past three decades as a miracle in the opening and reform of China. Shenzhen is now a leading city in the nation’s socio-economic development. Many studies have recognized that foreign investment has been a major contributing factor in Shenzhen’s rapid development and success. Yet the establishment of a new market system, the timely restructuring of the economy, and the implementation of proper spatial and socio-economic planning have also been indispensable. Both the central government and the local government have played vital roles in all of these areas, and the importance of their involvement is not likely to change. This paper reviews the role of governments and the efficacy of various strategic policies in Shenzhen’s socio-economic development, and analyzes the present status of the city’s development. The paper also discusses the prospects for Shenzhen’s future, including the continued role of the various levels of governments concerned.

深圳：30年來的改革與發展及政府的角色

在中國經濟改革開放的過程中，深圳過去30年來的發展是一個空前的奇蹟，發展成就讓人稱奇，經濟和社會發展處於國內領先水平。不少研究都指出外商投資是深圳成功發展的重要因素，但新市場體系的構建、適時的經濟結構調整，以及落實合適的空間和社經規劃也是功不可沒。這些變革得以實現，中央及地方政府擔當關鍵的角色，其重要性在未來也不會改變。本文回顧了在深圳發展過程中政府所擔當的角色，以及各項政策措施所發揮的作用，分析當前的發展形勢，並探討深圳的發展前景和政府的發揮空間。
