Family-friendly Policies and Fertility Decision-making: The Case of Hong Kong
Hong Kong’s low fertility rate is a worrisome trend. Some studies indicate that family-friendly policies are not prevalent in the private sector. Nor do employees have extensive knowledge of such policies. This study looks at young women’s attitudes towards family-friendly policies and asks whether there is a close connection between such policies and fertility decision-making. Our assumption is that the personal characteristics of young women will have a bearing on their decision to have children. The findings of this study could provide insights to public policy makers who are concerned about the low fertility rate and about the issue of female workers achieving a proper balance between family and work life. In this paper, we first define the concept of family-friendly policies and then review key theories underlying fertility decisions. Based on the empirical data that we have gathered, we determine whether enhancing family-friendly policies for young females will lead to a higher fertility rate.
