Shanghai: Urban Development and Regional Integration through Mega Projects

Shanghai has experienced two decades of rapid economic and social development since launching the development of Pudong in 1990. The city is now on its way to becoming a world city, which was one of the goals in developing Pudong. Focusing on the recent implementation of various mega projects in Shanghai, such as a deep-water port, railway networks, and the 2010 World Expo, this paper analyzes their impact on Shanghai on three different levels, i.e., local, regional, and global. It shows that by implementing these mega projects, Shanghai has realized spatial restructuring and is creating a new urban landscape, which is positive for the future development of the city. Regionally, Shanghai has expanded its transportation linkages in the Yangtze River Delta region, come up with a rational regional division of labour with neighbouring cities, and dealt with many other regional issues that can facilitate regional integration and consolidate Shanghai’s dragonhead role. Globally, a better image, good infrastructure, and global networking can enhance the ability of the city, along with the Yangtze River Delta region, to participate in global economic activities. Nevertheless, Shanghai not only needs to develop its “hardware” but also achieve actual strength in its “software” in order to become a world city, particularly if it is aspiring to become one of the top cities in the world. Only when an international standard of “software” is reached, can Shanghai further attract an inflow and agglomeration of global factors of production. On the other hand, these mega projects could very possibly stand as landmarks to Shanghai’s rise to become a new and great world city.

 

上海:通過大型項目推動城市發展與區域融合

 

自1990年開發浦東,上海的經濟和社會經歷了20年的高速發展,並逐步成為世界城市,這也是上海的發展目標。本文通過研究近年來上海多項重大項目的發展,例如深水港、鐵路網絡、2010世界博覽會等,從本地、區域和全球三個層次分析這些項目對上海所產生的作用和影響。分析認為,藉著多項重大項目的落實,上海城市空間得以重構並帶來新面貌,對本市未來發展具正面作用;區域上,上海不僅在交通基建上加強了與長三角區域的對接,也更大程度實踐了區域間的產業分工和解決了許多區域方面的問題,有助區域融合,亦鞏固其區內龍頭地位;在全球層面,上海更加強其形象、基礎實力和全球網絡聯繫,提高城市本身和整個長三角區域參與世界經濟活動的力量。然而,上海若要成為世界城市,並且是最高級別的世界城市,只有「硬件」的發展是不足夠的。上海必須同時增強在「軟件」上的實力,達到世界標準,才可更大程度地吸引世界各地的生產要素在滬集聚和流動,從而達成發展目標。當然,這些重大項目或許會成為上海的新地標,見證上海嶄新的發展和成就。
