湖南位於中國中部,過去數十年的社經發展雖相對落後,但種種機遇已於新世紀之初先後浮現,只要把握時機,將大有機會突圍而出。湖南省政府在「十一五」(2006-2010)規劃內制訂了一系列發展大計,「十一五」勢將成為湖南作出突破的關鍵時期。本文先回顧湖南近年的發展成就,和簡述湖南在 「十一五」期間社經發展的主要方向,繼而介紹湘港在投資、貿易及旅遊等項目上的合作現況,並探討香港在未來合作中的機遇。2003年出台的CEPA和個人遊政策,以及2004年展開的泛珠三角區域合作框架,令湘港的聯繫更趨緊密。兩地若能善用上述政策和掌握機遇,再配合自身的比較優勢和實際發展需要,在「十一五」時期深化兩地的交流與合作,將可以實現互利雙贏和促進區域融合。
The Pan-Pearl River Delta Region and Hong Kong under the Eleventh Five-year Plan Research Series:V. Hunan and Hong Kong
Hunan, one of the provinces in central China, has been a laggard in socio-economic development in the past few decades. In the beginning of the twenty-first century, however, Hunan should be able to overcome various obstacles and enter a phase of rapid development, as long as it is able to successfully grasp the available opportunities. In launching its Eleventh Five-year Plan, the Hunan government has set a range of development goals, with the aim of achieving a breakthrough during this five-year period (2006-2010). This paper reviews the recent developments and highlights key directions in Hunan’s socio-economic development under the Eleventh Five-year Plan. The paper also introduces the cooperation that is occurring between Hong Kong and Hunan in the areas of investment, trade, tourism, and so on, followed by a discussion of the opportunities for Hong Kong in further cooperation with Hunan. Since the implementation of CEPA and the Individual Visit Scheme in 2003, and the establishment of the Pan-Pearl River Delta framework in 2004, there has been closer contact between Hong Kong and Hunan. During the period of the Eleventh Five-year Plan, it is believed that if Hong Kong and Hunan can make proper use of the abovementioned policies, in addition to drawing on their own strengths in ways that are consistent with real needs, their mutual cooperation could result in a win-win situation and in greater regional integration.
